Legislation Would Put Expressway in the Fast Lane

SACRAMENTO -- A bill on Governor Jerry Brown's desk could help with the building of a new expressway in Sacramento.

The proposed Capital Southeast Connector would run from Interstate 5 in Elk Grove to Highway 50 in El Dorado Hills. It's still in the planning stages but Executive Director Tom Zlotkowski says Assembly Bill 401 aims to speed things up.

"It allows more concurrent work to be done, the design and the construction occur almost simultaneously," Zlotkowski said.

Instead of a traditional design and bid process, saving time, means saving money.

Zlotkowski says they can save 10 percent or more on the project.

The project is estimated to cost $450 million, and is set to turn existing roads into a four-lane expressway in a decade's time.
