15 Percent of Those Enrolled in Covered California Haven't Paid

The state's health exchange is closing in on its enrollment goals as long as everyone actually pays up.

About 15 percent of those who enrolled with Covered California by the end of January still haven't sent in their first month's premiums, that's according to four of the major health insurance companies participating in the exchange.

The San Jose Mercury News says customers are getting phone calls and e-mails but there's plenty of speculation as to why they're not responding.

Some people may have been hired by companies that provide insurance, others may have changed their minds after seeing the price of their plan, deciding to pay a minimum $95 federal fine instead.
